I have one (newer) laptop where I actually used FreeBSD install (for
release 13.1),is now running 14.0-RELEASE-p2, and has been maintained
strictly via freebsd-update and "pkg upgrade" (using the FreeBSD
packages) (vs. my more usual source updates & custom-built packages, so
it's about as close to a local "reference installation" as I'm likely to
find).

On it, /etc/ssl/certs/ only contains symlinks.

I then checked a couple of my "development" machines (source-tracking
stable & head daily); on them /etc/ssl/certs/ (also) only contains
symlinks.
