Bzzzzzt!  Nope, the port should be in all collections.  There is no
restriction on the ports skeletons.  If you want proof, you can download
the port from ftp.cdrom.com which is in the US.

ftp://ftp.cdrom.com/pub/FreeBSD/ports/ports-stable/security/openssh/

All you need to do to cvsup the ports correctly is copy
/usr/share/examples/cvsup/ports-supfile and replace
CHANGE_THIS.FreeBSD.org to your favorite cvsup server.
