ftp.x.org has a 20 user limit.  Is it appropriate to have it first
in MASTER_SITE_XCONTRIB (or even in there at all)?

The rejection message prints out a list of mirrors.  Here's a list
of a few mirrors that have the contrib directory (gee, that third
one looks a little familiar):

ftp://ftp.digex.net/pub/X/contrib
ftp://ftp.cdrom.com/pub/X11/contrib

There are others in the list but I didn't feel like checking them all.
