This is a mistake. ISPs that aren't providing reverse DNS should fix their DNS. It is mostly because of practices like lsof.itap.purdue.edu that we have a well implemented reverse DNS entries within the Internet community. The issue was forced when ftp.uu.net (then the largest distributor of centralized open source) required reverse DNS entries in order to login. Previous to that, most ISPs were too damned lazy (and in competent) to Do The Right Thing(tm).
