If you set USE_JIKES to NO as well, then that means: "I do not want Jikes as the compiler." Hence NEED_JAVAC could be renamed to NEED_JAVA_COMPILER, but then we would have to rename JAVAC to JAVA_COMPILER as well. My suggestion would be to stick with my last proposal.
