Neither userconfig nor dset knows about isa_devtab_cam, so CAM ISA drivers don't show up in userconfig and can't be changed. The current ones have nothing changeable anyway (another bug - they use builtin tables of ports so ISA conflict checking is broken, and if there is a conflict then you can't fix it by setting the port).
