We need to state what the policy for /usr/bin/perl* is. People have been known to use #!/usr/bin/perl, #!/usr/bin/perl5, and even #!/usr/bin/perl<VERSION> in scripts. So while I do consider this commit a wart, how compatible with the in-/usr/src perl installation should we be?
