Yep.

If all you did was edit rc.conf, then you have to start sshd
manually.

Also take a look at man ssh-keygen. If you don't have host keys, sshd
will complain and exit. 

You may wish to look at /etc/ssh/sshd_config and see if it is to your
liking.
