I know the ports ARE included in RELENG_2_2. First of all, anything in RELEASE_2_2_5 is in there - that's a state of the branch as someone just explained. Plus, I've done 'rm -rf /usr/ports; cvsup mars-sup' to fix the collection once when it got corrupted. But today, they aren't there any more.
