Hi,

    Basically the file "dhcpdb.bind" now called "dhcp.leases", contains a
database of the ip addresses leased to the clients, its created by a dhcp
server, and should not be removed, because this wiil make your server give
the same already leased ip addresses to other computers, causing ip
conflicts.

here you will find the dhcp rfc, the servers, the documentation, & the FAQ.

P.S. Deleting this file, isnt going to improve the performance of your
system, it will just create some problems to your network, and to you,
perhaps, if you dont need a dhcp server in your network, you could remove
the dhcp server completely from your server, but not just the db file.
