Hmm, this reminds me there is an item on my TODO list: complete the
setup of dev-reviews@ list:

The purpose of it is exactly to let people (only) subscribe to the
newly created review.

And thanks for your rule and I just realized there is a "mailing list"
type of Phabricator user,
