I notice that PicoBSD seems to be both doing it's own initialization and reading of loader.conf, and calling "start" which repeats these steps. I have a patch at http://www.freebsd.org/~dcs/picobsd.patch with replaces that start call in picobsd/forth/menu.4th with boot-conf, which assumes that the initialization has already been done.
