git diff generated for conda and dependencies

This patch contains four commits in the following order:

1. archivers/py-conda-package-handling: Add port
2. archivers/py-conda-package-streaming: Add port
3. devel/py-conda-build: Add experimental conda-build port
4. sysutils/conda: Add native conda CLI

The first two commits add the Python dependencies required by sysutils/cond=
a.
The conda-build port is included separately which contains build plugin of
conda because it is packaged as an optional component and should currently =
be
considered experimental on FreeBSD.
The final commit adds the conda CLI port itself.

Hope this solves my untidyness
