According to the documentation "NONE" is deprecated.

The current setting to completely disable Sendmail is, as
Kurt wrote, the following 4 lines:
sendmail_enable="NO"sendmail_msp_queue_enable="NO"sendmail_submit_enable="NO"sendmail_outbound_enable="NO"
