I think it serves a somewhat different purpose.  The distfile checker
creates a list of *every* file a port might fetch (e.g. each DISTFILE
from each MASTER_SITE) and then does an ftp "ls" to see if the
files are there.  See http://www.freebsd.org/~fenner/portsurvey/ for
the output.
