Fortunately, neither of binutils, gcc, gnu-sort, and tar actually
use stpcpy(3) currently, only grep which isn't a tool that needs
to be bootstrapped, currently.  So these were effectively null
changes (except for an up-to-dating various config.h's).

Sorry for the (currently) false alarm.  It will become a problem
only if any of binutils or gcc will start using stpcpy(3), which
seems rather unlikely.
