I cannot turn in patches for you (or others) to the FSF due to the
required assignment of code rights to the FSF.  These changes do not
belong to me, so I cannot legally give away the copyright to them.

Yes.

If the patches are deemed "significant", you will have to sign some FSF
paperwork before they can be accepted.
