Ok, if you are getting something out the line with the xtal/osc in, 
you might be ok.
What kind of ram - real parity is needed, 36bit.
Speed diff might be a problem on the ram, not sure, sometimes the
alphas are a little touchy.  I put in all 60ns ram in mine - bought
from sysmerica too!
You could drop back to a lower freq osc, and try that.
There are a few PDF files on the pc164 that have some good
info.  Have you picked those up?
I put a generic video card in mine, and brought it up that way.
with an IDE drive at that!!
