Seems that Linux (with uses the timezone global) doesn't need to adjust for DST. Since Evo zeroes out the tm structure, they enforce DST to _always_ be off. My patch sets tm_isdst to -1 which tells the OS to figure out if DST is in effect. I would have committed this patch already, but apparently 1.0.4 is "out." Unfortunately, non of the FTP sites (including Ximian's) have the dist files. Hopefully tomorrow we'll see a 1.0.4 update in the FreeBSD ports tree.
