It was driving me nuts until I thought of the good old notion, "turn it off and then turn it back on". So, and this worked for me, delete everything in the freebsd-update db directory, /var/db/freebsd-update. It does involve re-downloading a lot of stuff. In hindsight, move the sub-directory "files" else where and then re-populate once it is working. Good Luck !
