Is that a good or a bad thing? MAKEDEV is also very BSD specific, or is it? Mtree doesn't need to be a /usr/sbin program, it could be /sbin. If we used it and an mtree config file to define the device nodes we could replace the entire MAKEDEV system altogether, although the shell script _does_ make decisions about what to make that can't be easily coded in an mtree config. Using mtree feels like the right thing to do, but it's probably going to be a bit all or nothing without using a shell script to drive it, and then we're back to square one.
