How can any system decide on the order of items if their declared priority is the same? Humans are notoriously bad co-operators; see Douglas Hofstadter, Metamagical Themas, "The prisoner's dilemma computer tournaments and the evolution of cooperation" (Chapt 29). The hints become useless in the "cry wolf" sense, and it is up to the inevitable ingenuity of the system implementor to work out the _real_ priority.
