So a few weeks before the snapshot, people are told to not do any big changes to the source for the next few weeks (Code freeze), so they don't break anything. Then if after the few weeks the 4.5-STABLE appears to be running happily the 'snapshot' gets taken. There will probably be very little changes to the source between now and the release of 4.6-RELEASE (End of this month). So cvsupping 4.5-STABLE will give you almost exactly what 4.6-RELEASE is going to be.
