net-im/py-matrix-synapse: Update to 1.51.0

Another day, another py-matrix-synapse release. This particular release is
rather unspectecular from a ports perspective, as it's merely a version bum=
p.

synapse listeners, which may require users to update their configurations

I've updated our pkg-message to provide a quick heads-up for this. I've also
included a note on current issues with turn server certificates, as many us=
ers
running their server will sooner or later probably set up coturn for WebRTC
support.

111))

The port has also been running fine in production for a day without any
problems or hiccups. :-)
