Thank Matthew, Odhiambo and Graham! i doubt server auto-selection is good idea. users in same timezone work and sleep in same hours, meaning they tend to use server in same hour, making server busy. debian manual server selection works better for me. i have changed isp for other reasons, it's fast now. it seems fast in early morning with both ispS http://ftp.funet.fi/pub/unix/FreeBSD/ can't be used ?
