In this case, the maintainer is ports@, which indicates no maintainer.
If you check the commits in freshports, the previous maintainer glarkin
dropped it for reason:

Drop maintainership of TWiki plugins (ENOTIME)

This was in 4/27/2011. No one has chosen to become the maintainer since
then.
