One would reasonably expect binary packages for aarch64 "latest" to be "lat=

or equal to quarterly" than "quarterly" given its tier1 status announced on=
 Apr
9th this year and the date now (10th Dec) unless there was a notice or mess=
age
to the contrary.

The issue is neither "closed" nor "working as intended" unless "reasonably"=
 is
in fact unreasonable, which is why I've reopened the PR.
