    sctp: fix SCTP_PEER_ADDR_PARAMS socket option
    
    Ignore spp_pathmtu if it is 0, when setting the IPPROTO_SCTP level
    socket option SCTP_PEER_ADDR_PARAMS as required by RFC 6458.
