If they both have the same seek time, and the IDE disk is on a busmastering or UDMA controller and you have a fast CPU then if you only have a SINGLE disk in the system, you won't see any performance difference. But, the second you start adding multiple disks then most IDE solutions are going to cause trouble for you. Consider that if he gets a big fat SCSI disk that he will probably be able to use it for years in the future on many different systems. SCSI disks also seem to have a much higher MTBF than IDE disks too. Probably this is because most are destined for servers while the IDE market is largely composed of throwaway computers.
