When you put the .flp and bin.* files in C:\Freebsd, did you put the .flp in a subdirectory FLOPPIES and bin.* in a subdirectory BIN? It expects the same subdir structure as on the ftp-site or CD. I had the same setup (dos on disk 0, freebsd on disk 1), and got it to install.
