My old high school used the squid + policy method. Did people occasionally look at porn? Maybe. The only site we ever actually blocked was whitehouse.com. Why? Well, I had the good fortune of being in the government class where a teacher accidentally brought that site up on the overhead while trying to show us whitehouse.gov. The block was to avoid that happening again, just because it freaks teachers out...
