Use of this startup script is questionable.

Script supports mounting only one file system (and calls it
'pefs_flags'). It should at least support several file systems.
/etc/fstab should be used to specify pefs file systems and mount
options. /etc/fstab works out of the box unless one uses PEFS on top of
ZFS.

I doubt anybody would like the idea of entering password during boot.
E.g. pam_pefs is preferred way of adding key to home directory.

Enforcing .enc suffix is questionable.

There is no ordering in script.
