Yes, in this order:

cd /usr/ports/www/apache13-modssl
make install
cd ../mod_php4
make install
(answer questions)

modify /usr/local/etc/apache/httpd.conf to put php4 outside the
<IfDefined SSL></IfDefined SSL> tags.
