In fact galeon doesn't need any "fixing". If you would look into
ports/www/galeon/Makefile you will notice that there is already
mozilla-headers dependency, particularly:

BUILD_DEPENDS=3D${X11BASE}/include/mozilla/gtkembedmoz/gtkmozembed.h:${PORT=
SDIR}/www/mozilla-headers

Apparently, for some unknown to me reason, you had old mozilla headers
installed in /usr/X11R6/include/mozilla without appropriate package
recorded in /var/db/pkg, so that dependency mechanism was satisfied, but
compilation failed due to version mismatch.
