It depended on which port you installed. For example, /usr/ports/www/apache13 would yield httpd, httpd.conf etc. However, if you used the apache13+modssl combo, it would indeed install as 'apache'. apache13+ssl again produced httpd. So, there was a clear inconsistency, but I could not decide which way has been finally agreed upon in the end and since I mostly used apache13+modssl, it did not bother me much.
