See mtree(8) Look at /etc/mtree/BSD.usr.dist,
/etc/mtree/BSD.sendmail.dist and /etc/mtree/BSD.var.dist which covers
most of those two partitions.

In order to apply the default settings:

    # mtree -p /usr -U /etc/mtree/BSD.usr.dist

and similar for the /var partition stuff.
