I have used several window managers, but what you're asking is (like you said) not a yes-or-no question. Enlightenment is one of the most powerful WMs around, and it also has a shell-like tool for doing kind of the stuff you're asking for, called eesh. I haven't really tried doing anything remotely with it though. Try it and see what you think. You can also join some E-list if you want more information.
