Look in send-pr.el
The answer's in there, but basically put the following lines in
 your .emacs and restart emacs or put 'em in *scratch* and
 use eval-region or eval-buffer:

(autoload 'send-pr-mode "send-pr"
         "Major mode for sending problem reports." t)
(autoload 'send-pr "send-pr"
                 "Command to create and send a problem report." t)
