I hacked the getty source to allow for the if option.  However, I was
not so successful with the telnetd source.  So, things handled by getty
will show the /etc/issue, but not pseudo terminals (terminals handled by
telnetd).  If anyone would like the modified getty code, let me know.  I
offer no warranties, but the code does work.
