Couldn't reproduce in a poudriere jail. What you are hitting here is missing 
tools, but:

/usr/local/lib/qt5/bin/rcc was installed by package qt5-buildtools-5.12.2

and the Makefile I have for textproc/qt5-xmlpatterns says

USE_QT=         core network buildtools_build

so the ports framework *should* have built and installed devel/qt5-buildtools 
for you. At this point I don't have much useful to suggest anymore, except 
maybe "install qt5-buildtools, then try qt5-xmlpatterns again". Are you sure 
your ports checkout is healthy?
