Sounds like a conflict. When entering ppp interactive, type in show modem instead. Also next time you boot enter config mode by typing in boot -c. Use the visual mode option to check for IRQ conflicts. Also, and this is a stretch disable PnP in your BIOS. I don't think external modems use PnP, but it can't hurt(to much).
