1.999_001 update

The attached patch updates Moo to 1.999_001. (1.999.001 to PORTVERSION)

1.999.001 is < 1.007000, so I think this update needs a PORTEPOCH bump. The
attached patch also includes the dependency update from bug 197211.

I'm a pretty heavy consumer of Moo these days. I didn't include this in the
patch, but if perl@ is okay with it I'd like to take maintainership of this
port?
