It may be around a decade old by now. I have spent some time looking into it with no success but it does often seem to be tied to a Perl5 upgrade. Since the workaround (re-install p5-XML-Parser) is pretty trivial, I have never felt it worth a lot of effort to track down. I guess others felt the same way.
