Yes

Try www.sangoma.com, they have got something for 3.4, but 4.0 is in
progress, I think.
Look at www.freebsd.org under Hardware Vendors.
There is also Emerging Technologies, LMC and Cyclades and possible more.

I use PPP und C-HDLC, but Frame Relay is availiable too.
