That is an example line showing you how you could configure a pop3 server if you installed one. FreeBSD doesn't ship with one installed by default, but there are many in the ports collection (/usr/ports/mail). Historically, popper (aka qpopper) has had many many security holes, so you might feel more comfortable using one of the others - there are a lot to choose from, all with different features.
