It needs to be message-cataloged in a really big way, but that's still
a ways off.  I think the Japanese folks sort of did this once, but the
patches have vanished into obscurity.

Yes, the current sysinstall was not written with localization in mind
and it's a difficult task for anyone to contemplate.  I wish I could
give you better news than this. :)
