Once you start installing packages you install perl5 if you need it. Personally I'm quite happy to see a smaller number of floppies required to do an install without CD player or cheap network connection. What's in the standard distribution that requires perl? Is it reasonable to suppose that if people want perl they'll install an up to date version from a package, and that perl4 could be removed from the standard distribution? Probably not. at about 270K The win isn't big enough to matter much unless it was part of a general move to shrink the minimal install.
