Slackware is most closest. But AFAIK they now is more SysV like than 3 years 
ago. Also Stampede _had_ some BSDlikenest, but now they are SysV.
So, correct answer is that No Linux distro is close enought to *BSD.
There was attemt in Russia to build distro with Linux kernel and 
BSD like userland (bsdlinux.lgg.ru) but last 4 months server is closed :-(
