If you disapprove it, you need to say what should be modified to achieve approval = or state why it will never will. It's common for maintainers to push changes upstream as well, not just push that off to people that write PRs. Often maintainers have a better knowledge/relationship with the upstream that the submitter does and would = be more successful at getting fixes in.
