Peter, as maintainer, you need to approve or disapprove this patch.  If you
disapprove it, you need to say what should be modified to achieve approval =
or
state why it will never will.

It's common for maintainers to push changes upstream as well, not just push
that off to  people that write PRs.  Often maintainers have a better
knowledge/relationship with the upstream that the submitter does and would =
be
more successful at getting fixes in.

So in general comment#2 isn't valid.  the "maintainer" has a lot of
responsibility.
